Matthew Fischer received his Bachelor of Arts in philosophy from the University of Wisconsin-Madison, his Master of Arts in teaching Arabic as a Second Language from the University of Michigan, and his doctorate in Urban and Public Affairs from the University of Louisville.

His dissertation research focused on the issue of police-public trust through the lens of governance. He continues to study community policing and procedural justice and impartiality in order to gain insight into the factors that influence the public in trusting police. In his teaching and service, he focuses on criminal justice topics—in particular, the spontaneous creation of games and other experiential learning activities—across disciplines and contexts.
