Lt. Col. Clare O’Shaughnessy USAR (retired), currently is the Staff Attorney for the State of Vermont's Agency of Education. Her primary responsibility is ensuring compliance with special education law. She received the Juris Doctor (JD) from Vermont Law School in 1998.

Her prior legal experience is as a Public Defender and associate attorney in general practice covering divorce, child custody, personal injury and malpractice claims.

Enlisting in 1991, served 8 years Active, Reserve and National Guard as an Interrogator with primary language specialty in Czech. She has additional language training in Korean from the John F. Kennedy Special Warfare Center, Fort Bragg, North Carolina.

Commissioned as Judge Advocate in 2001, Clare served in a variety of positions including Deputy Staff Judge Advocate (Fort Drum, NY), Brigade Judge Advocate (Ansbach, Germany), and as Defense Counsel, Appellate Counsel and Legal Assistance Attorney. Her most recent deployment was to Afghanistan in 2013.
